1. Senior Superintending Engineer (Structural/Architectural)

Positions: 6

Terms of service: Permanent and pensionable

Responsibilities

  • Will be deployed as Clerk of Works for buildings under construction or as a supervisor for maintenance works;
  • Preparation and detailing of structural and civil works drawings for various structures;
  • Reading and interpreting Architectural and Engineering drawings;
  • Comparing details with work on site and compiling weekly reports;
  • Assisting in planning a building programme for a group of buildings;
  • Ensuring that construction work in progress is in accordance with specifications and taking details of provisional items
  • Supervision of Artisans carrying out repairs and alterations of existing buildings
  • Preparation of cost of estimated and schedules of materials;
  • Any other related duty that may be assigned from time to time.

Requirements

  • A Diploma in Building or Civil Engineering or its equivalent and relevant qualification from a recognized institution;
  • Construction Technician certificate Part III or its equivalent and relevant qualification from a recognized;
  • Attended a management course lasting not less than four (4) weeks from a recognized institution;
  • Have relevant knowledge, experience and a distinguished career in civil/ structural/Architectural Engineering services of not less than five (5), three (3) year of which should be at a supervisory position in the public service or equivalent in the private sector;
  • Demonstrated general administrative ability required for direction, control and implementation of quantity survey services.

2. Principal Protocol Officer

Terms of service: Permanent and pensionable

Responsibilities

  • Assist in planning, organizing and supervising protocol activities;
  • Assist in coordinating all protocol related activities;
  • Planning, managing, documenting and reporting on Government Protocol Service;
  • Providing protocol support and public relations services;
  • Implementing activities and assignments relating to maintaining and enhancing the image of the County Government;
  • Facilitating movement, accommodation and appointments for County officials and guests;
  • Planning and coordinating protocol service during official events, important meetings and receptions organized by the Government;
  • Any other duties as may be assigned from time to time.

Requirements

  • Bachelor’s degree in International Relations, Diplomacy, Public Relations or any other relevant field from a university recognized in Kenya;
  • Have relevant knowledge, experience and a distinguished career in protocol services management of not less than three (3) years ,one (1) of which must be at a senior managerial position in the public service or equivalent in the private sector;
  • Attended a supervisory course lasting not less than One (1) weeks from a recognized institution;
  • Demonstrated general administrative ability required for direction, control and implementation of protocol services.

3.  Monitoring & Evaluation Officer I

Terms of service: Permanent and Pensionable.

Responsibilities

  • Support in reviewing the performance of existing management information systems to help identify potential modifications or resources;
  • Keep abreast of developments in project changes and progress in order to advise and recommend tools and strategies to increase program performances and results;
  • Suggest ways to facilitate data collection and the flow of data within field teams;
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions;
  • Perform regular field visits to ensure the quality of data collected to verify the accuracy of reported data;
  • Participate project evaluations;
  • Assist in establishing log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation

Requirements

  • Bachelor’s Degree in Information Management, Project Management, Finance or other relevant academic background,
  • Three years of experience , one (1) of which must be at a mid-level managerial position in Monitoring and Evaluation in the public service or equivalent in the private sector;
  • Capacity to produce high-quality briefs and reports;
  • Good level of proficiency in Windows Excel and quantitative analysis;
  • Ability to design M&E tools, surveys, surveillance systems, and evaluation.

4. Peace Building & Conflict Management Officers

Terms of service: Permanent and pensionable

Responsibilities

  • Endear to ensure the people of your area of operation are inculcated to move from a culture of reaction to prevention of conflict strategy and initiate strategies that address more immediate as well as deep rooted cultural courses of conflict to enhance continuous harmony and peace full community co-existence;
  • Monitor and report promptly incidents of conflict within your area of operation and across borders along area of operation;
  • Organize and conduct inter and intra community peace building meetings in the SubCounties, and mobilize key „Adakar leaders‟, Women and the Youth, Peace Committee members and other stakeholders to participate in such peace building initiatives;
  • Initiate and mainstream pro-active programs that are strategically geared towards peace building and conflict mitigation;
  • Bring together all relevant actors to marshal resources and to advice on and propose integrated strategies for peace building conflict resolution;
  • Oversee border field based peace committees mandated with resolution of conflicts peace fully;
  • Develop an inter-agency capacity for conflict prevention and peace building at various levels in your area of operations;
  • Employ and effectively support mediation efforts in order to head- off potential crisis and consequent conflict at an early and manageable stage;
  • Monitor the local socio-political developments and advice on conflict prevention, management and peace building initiatives respectively;
  • Engage in peace building talks, crisis diplomacy and mainstream them pro-actively.
  • Assist in monitoring security situation in ‘Mapped Conflict zones’ and inform relevant County security agencies for any potential risk and timely remedial action (s);
  • Conduct ad-hoc training in peace building for residents in conflict prone zones;
  • Prepare quarterly and annual reports on peace building initiatives/programmes from the respective regions;
  • Liaise with Sub-County Administrator(s), Ward Administrator(s) and other stakeholders to monitor and respond to conflict incidences;
  • Perform any other duty assigned that may be assigned from time to time.

Requirements

  • A Bachelor’s degree holder in peace building and conflict management or any other related field from a university recognized in Kenya;
  • Have relevant knowledge, experience and a distinguished career of not less than ten (3) years;
  • Experience in working in challenging environments;
  • Possess strong analytical and conceptual skills;
  • Excellent communication skills calm and good sense of humour;
  • Fluent in written and spoken English and Kiswahili will be added advantage; vii. Knowledge and fluency in of local language will be an added advantage;
  • Knowledge and experience working with relevant local stakeholders and partners.

5. Mineral Resource Officer

  • Designing, developing, monitoring and appraising of mineral resources programs and projects
  • Collating and analyzing data on mineral resources activities
  • Coordinating demonstration, extension, and promotion of mining and quarrying technology transfer activities
  • Promoting use of safe and environmentally friendly technologies utilization practices
  • Promote local capacity building in the mining sector

6. Petroleum Officer

Responsibilities

  • Supervision and coordination over all county matters relating to Upstream and downstream Petroleum activities.
  • Planning, developing and coordinating petroleum outreach programmers in the County
  • Participating in petroleum policy formation for the county, Advising and Guiding the county government on suitable legislative regulations on petroleum
  • Training and sensitizing the local community on petroleum emerging issues following the discovery of oil in the county.
  • Developing and updating the Petroleum database in the ministry;
  • Facilitating exchange of petroleum information among various stakeholders within the county;
  • Render advice and technical support, where possible, to entities engaged in energy and petroleum projects so as to enable them to carry out their responsibilities satisfactorily

Terms of Service: Three (3) years Contract.

Responsibilities

  • Planning, managing, documenting and reporting on Government Protocol Services;
  • Providing protocol and public relations services and ensure that they are carried out in accordance with national and international protocol practices;
  • Implementing activities and assignments relating to maintaining and enhancing the image of the County Government;
  • Facilitating movement, accommodation and appointments for County officials and guests;
  • Scheduling events, gathering of biographies and guest information, preparing agendas, and setting up locations;
  • Preparing itineraries and agendas for County officials and guests;

  • Bachelor’s degree in any of the following disciplines: Mass Communication, Public Relation, Communications Studies, Journalism, International Relations or any other approved equivalent qualifications from a University recognized in Kenya;

  • Collecting data on Gender mainstreaming, socio-economic empowerment, Female Genital Mutilation and Sexual and Gender Based Violence programmes and projects;
  • Handling logistics issues relating to administration of training programmes on gender mainstreaming, social economic empowerment, Female Genital Mutilation and Sexual and Gender Based Violence; and
  • Counselling victims of Gender Based Violence.

Requirements

  • Bachelor’s degree in any of the following disciplines: Gender Studies, Gender and Development, Sociology, Business Administration (Finance/Entrepreneurship Option), anthropology or any other relevant social science from a university recognized in Kenya.
  • Certificate in Computer application skills from a recognized institution

Responsibilities

  • Installation and maintenance of computer systems;
  • configuration of Local Area Network and Wide Area Network;
  • Developing and updating application systems; and
  • Carrying out systems analysis, design and programme specifications in liaison with users;
  • Carrying out repairs and maintenance of Information Communication Technology equipment and associated peripherals;
  • Drawing up hardware specifications for Information Communication Technology equipment;
  • Verification, validation and certification of Information Communication Technology equipment;
  • Overseeing the process of configuration of new Information Communication Technology equipment.
